Highgard is the northernmost citadel of the Dreaming Empire of Dor. Built into the jagged peaks that overlook the Valley of Mistfall, it serves as the empire's first and final line of defense against the horrors that move beyond the frontier. Shrouded in mist and silence, the city is perpetually cloaked in fog with visibility rarely exceeding a few hundred feet. There are no markets, no festivals, no temples of luxury. Discipline is absolute. Supply is scarce. Speech is brief. Duty is everything.
